Depends on the Institute you are targeting, though I would suggest Production/Industrial Engineering above Mining Engineering at any cost.
Though there are certains Institutes like IIT ISM Dhanbad and IIT BHU, who have excellent Placements for Mining Engineering, comparable to other top departments.
As far as Production and Industrial Engineering is concerned, you should take this if you are targeting a career in Business/Analytics/Software/IT/Non Core/Finance. The curriculum is pretty relaxed out, and very well oriented and gives you time to practice and develop career specific skill sets. Do decide wisely.

In mining branch you do not need a good CGPA instead practical knowledge is more important for placements although certain companies may ask for a specific minimum cutoff. But placements are sure if you have a good knowledge of the mining subject. You can gain this by going to the mining fields.
I would suggest you to go for mining engineering but you should decide based on your preferences and on the subjects and career choice that you are interested in.
