Both are good and have a good scope in future. It is depend upon your interest.

If you want immediate job after this course then finance is better over HR. There are plenty of opportunities of finance at entry level. You can join kpos ,bank,trading firm ,assets management  cos and many other financial services firm .

In hr if you are done mba from reputated college then it is good otherwise you have to struggle a littlebit.  Generally you can start with consultancy firm . For HR you must have good soft skill.

At last it is totally depend upon your skills and interests .

I have seen many students preference for HR over FINANCE as there is sort of easeness there.
However when companies usually come.for placement most job opportunities are or you can say maximum seat are in finance department.
This was soley according to the placement perspective.

HR also has a wide scope. But usually there is a tussle in which finance win most of the time.
Another thing is your capabilities. Because Finance is something which can be tough academically. And if you have a gist for numbers only then you opt for finance.
