Hi,
To apply under maharashtra state qouta a candidate must have the domicile certificate of maharashtra.
The other state candidate can apply through all india qouta.
So if you didn't have the domicile certificate you can not apply under the maharashtra state qouta. You can apply under all India qouta.
Hope it helps.
