Do not play games with your life. When you are said to be available on this time, you should be available before half an hour and that's common sense as we don't know what comes in our way, what happens in our way.
.
Now coming to your question, no students are not allowed even after 5 min of reporting time, maybe 1 or 2 min will be excused as Time differs in mobile phones. If the centre is strict and the checking staff is From NTA then you won't be allowed even after a minute. So be in center before half an hour. Best of luck
