In Neet UG Maharashtra Counselling if I get Terna Medical College in first round and I wish to take admission in St Johns Medical College, Bangalore in second round of Karnataka counselling, can I cancel admission taken in Terna and will I get the admission fees back or will there by any penalty.

Usually the governing body gives a window of about a week or so in between the allottment of seat and date of reporting to the college. If that time gap is present and you get enough time to attend the counselling in bangalore, and get the college of your choice, the other seat in Maharashtra might be reverted to the state itself. But if you take admission in maharashtra, that seat is taken what so ever and then you will have to pay the full fees for the entire coarse.
