In niser minimum marks required for admision but if a persn is undr sc/st he din't get,but seats are availble so he will get admison or not?

No he will not get admissions. See NISER is a prestigious institution and if seats were to be filled like this and given to non-qualifiers then there is no point in conducting an exam isnt it? So as far as my knowledge goes, please study well that you can get admissions rather than contemplating on how you can even if you dont qualify.
