See if it is written Open category then it simply means General/Unreserved category and for such categories only CRL ranks are considered because they don't get category rank and if the candidate belongs to any pf the reserved category then the category rank is considered even for allotment of supernumerary seats but only in JOSAA counselling not in CSAB counselling.

Supernumerary seats in JOSAA counselling are nothing but some additional seats added for tie results. Let us understand it in detail, suppose you and your friend got same rank even after implementing all the tie-breaking criterion then to remove partiality you both should get same seat if both have the same preference and rank but seats are limited so an additional seat is allotted to either your friend or to you. And this kind of seats are only available for females not for other genders.
