Yes you need to attempt all the sections as at the end you are competing with all the students in each of these subjects. When getting seats, the students are analyzed on the basis are-

score in biology -  the students must have high score gets the lesser rank and has higher chances to get the seat. similarly in-

score in chemistry

score in physics

age of the candidate - the students who is elder is given preference.

With all this, it is clear that you need to attempt every section of the neet ug exam to qualify the examination. Your score is based mostly on the biology. So to try to attempt more questions in biology. Then go to chemistry and physics. Not a single section will qualify you.
