MBA in hr is a very popular choice among many MBA aspirants so much so that top colleges like xlri, MDI, IIM indore, IIM ranchi provide a degree in HR only. So to answer your question the average package and growth depends upon the college you join.

Average packages increase YOY and it depends on which college you join and what is your profile plus workex. Generally 10-15 lakhs is the Range. Which increases YOY with increase in workex and better growth opportunities.

MBA in HR is most promising career as of now. Since, demand for Job are increasing with more unemployment, the need of HR has also been increased.
Currently, Around 13-15L gets to Tier 1 Bschool and around 7-10 for Tier 2 B schools.
The package will definitely increase over a period of time in view of its demand.

Yes,HR in MBA will be one of the most demanding jobs in upcoming times.But sadly it hasn't gained that much popularity yet.But in coming times companies will search HRs for sure.Currently the average package is 6-8 lakhs for the freshers who are from top colleges.But make no mistake time will come and this will grow.If you are thinking then definitely go fo it.
