in special round 2018,nit manipur obc closing rank is 60k,my obc rank is 59k,even though i didnt get nit why?

The closing rank during the process of counseling change each and every year. The difference in the number of appearing students, differences in marks, etc does involve in order to cause some variations in the closing ranks every year. That's perhaps the reason why you feel the way you do..
