Yes you can upgrade it in mop-up round as well because one can apply for upgradation for maximum two times like as you got seat allotted in round 1st then you can apply for upgradation in round 2nd and for mop-up round. Also note that if you have got seat in earlier rounds and you have already joined that then you will not be eligible for any further round of counselling so take note of this thing and if you take an exit after the round 2nd results release then your security money will be forfeited.
