In TANCET 2021 I got 28.667 actual score and 80.807 percentile .. I am from other state and general category. What are my chances to get admission into Coimbatore Institute of technology and CEG chennai?

Official Cutoff has not been released by Anna University, Conducting body of TANCET 2021 on behalf of Tamilnadu government. Since you haven't mentioned the course you are willing to take admission into, it is very Difficult to predict. Coimbatore Institute of Management and Technology is one of the reputed participating Institutions in TANCET 2021.
Now have a look at the Qualifying Score for MBA as per their category-
1. Open Category- 37.5
2. Other Backward Class- 35.25
3. SC- 25.5
4. ST- 22.5
Now, Cutoff for TANCET MBA 2021 will be released in the 2nd week of June, 2021. It is not possible to predict until and unless Results are being declared.
