In telangana eamcet official website (tsche) there's an imp note that students have to submit marks declaration form before 24th September. Is that necessary for ap and ts state students also to submit that form, it is clear in ap eamcet website that ap and ts students no need to submit marks.

Yes, it is mentioned in TS eamcet official website that "The last date for submission of Online Declaration Form (Submission of Qualifying Examination Marks) for TS EAMCET-2020 (E and AM streams) on or before 24.09.2020, 5 PM. " and it is mandatory to submit the form and it should have been submitted online for both ap and ts students if they are writing TS Eamcet 2020 so that they will use your marks in calculating your rank. please visit the official website given below for more details
