There are few clauses that you need to fulfil to claim the domicile of Karnataka and participate in its State Counselling.
1. You should have studied and passed in one or more Govt. Recognised Institutions or Govt. Institutions located in the State of Karnataka for a minimum period of 7 years.
2. You should have studied and passed either your 11th or 12th within Karnataka and eitehr of your parents should have studied in Karnataka for a minimum periods of 7 years.
3. Either yours or either of your parent's mother tongue should be Kannada, Tulu or Kodava and either of your parents should have domcile of Karnataka.
4. Your mother tongue is Kannada, Tulu or Kodava and should have resided and studied for a minimum of 7 years in disputed Kannada speaking areas.
There are also other rules for participating in Karntakata State domicile and you can check them at: http://kea.kar.nic.in/ugneet2019/UGNEET_instructions.pdf . These are for wards of Ex-servicemen, Central Government Employees. If you fall under any of these categories, you can participate in Karnataka State Counselling for its seats in GMCs. Or else you can participate in Management Quota of Private Medical Colleges of Karnataka.

To participate in NEET counselling via state quota(85% seats), then you need to be domicile of that particular state. You can be domicile only to a particular state. Even if your parents reside in other state, it doesn't matter as you have already the domicile of Uttar Pradesh and you can participate in state counselling via the domicile of UP.
