In the counselling process of ICAR can we apply for any university in INDIA?

Indian Council of Agricultural Research will conduct the ICAR 2021 counselling, for which there will be three rounds based on the choices filled by you. Participating in the counselling is mandatory for all candidates, and it will be commenced as soon as the official dates have been announced. All candidates are eligible to apply for 'All India Quota', but seats are always allotted on the basis of merit. To check the seat matrix, follow the link below:
