In the first round counseling all the seats of cs of that college was over is there any chance of getting cs seat in second round

If any student cancel his/her seat before the starting of second counselling then you may get a seat if your rank is close to the one at which the last seat in the 1st counselling was closed but if no seats are cancelled or vacant then you may not get seat in your prefered college for CS branch.
