You haven't mentioned if you are applying for TS EAMCET or AP EAPCET. Nevertheless, if you are filling the payment registration form in mobile phone you will not be able to see the ' Proceed to Payment' option this is due to the resolution size of the Mobile screen. You need to fill the registration form and application in a desktop or laptop.
