In the year 2019 i registered my wrn but because of some issues i was not able to join my college. Now this year i am starting with my college so do i have to register wrn again or my previous login id password wil work.?

I hope you are doing well. Now the question comes to your college. You have wrn last year so that ID password won't be applicable to this year.
It is better to register a new one for your college. And I hope this year you won't face any other issue.
