In tnea counseling,the seat allotment is based on college's cutoff or overall rank?

Hello student, Greetings from careers360.com!
Once the application forms have been submitted and evaluated, a random number will be given and then during counselling you will be called using this number. The cut off for each colleges vary each year with the diffucult of the exam.
