Different universities have different policies generally the official timing is 6 A.M. to 10 P.M. for the main gate. When you can move freely in campus with some limitations , all universities will treat you as an adult, which can be both good and bad. As an adult, nobody will track where you go, or what necessarily you get up to but you have to give proper application before leaving the hostel premises.this is all for your safety so be responsible whenever you are leaving hostel so there are not some serious consequences.
