In ts eamcet second phase counselling, do the vacant seats have reservation or are alloted on rank basis?

Dear Sujith,
After allotment of seats the vacant seats are displayed for candidates. The second phase will be same as the first one which means yes the reservations, merit, cut offs all come back into the picture again. Just as the first round, even know all the cut offs will be displayed which will have reservations.
