In UP tehsildar is not issuing EWS certificate as he told me that there is online process to make this certificate.

For EWS Certificate Simply Visit the Collector Office or Tahsildar Office. where you can apply for Income Certificate Directly.
You can apply online at State Government online Portal for this type of Service. For applying online in Uttar Pradesh please visit: http://up.gov.in/egov/eDistrict.html
