Yes , you can rearrange your choice in second round. As you have choose float option then you are able to do that. You must wait for date of second round of counselling. Keep active on official website of UPSEE.

FLOAT Option: A candidate, who wants to confirm the seat presently allotted to him and also at the same time wants to be considered for upgradation of seat in the 2nd Round of counselling on the basis of his/her already filled choices, is required to opt for the FLOAT option. Registration Fee submitted by the candidate shall be adjusted against Institute fee at the time of admission in the Allotted Institute of the candidate.

FREEZE Option: A candidate, who is satisfied with the presently allotted seat to him and does not want to be considered for upgradation of seat in any subsequent rounds of counselling, is required to opt for the FREEZE option. The registration fee submitted by the candidate shall be adjusted against Institute fee at the time of admission in the Allotted Institute of the candidate. The candidate, after exercising this option must download and print his/her Provisional Allotment Letter. If the candidate does not report for admission in the allotted institute within the specified period, the seat allotted to him shall stand automatically cancelled and his/her registration fee shall be forfeited and he/she shall not be eligible for refund.
