in upsee website i try to register for counseling for mtech they are showing candidate is not applicable what does it mean?

The UPSEE counseling has started, but you problem may cause from different issues link your may not match the criteria to seat for the counseling or you might have a poor internet connection issue. Don't worry please check once in google for the matching criteria of rank to seat for the counseling else do a enquiry on the college for direct admission procedure.
