Dear Satya, it is not a risk per se. According to the Gazette notification, a permitted seat is which MCI has permission to a Medical Institution to admit a candidate. Sonlets say, if you have completed your PG im a permitted seat, you can only practise in that state of pursuing PG and not else where. However in due course of time, the seat gets recognised, then you can practise anywhere in India. For example, if you completed your PG in a permitted State in Tamilnadu, you can only practise only in Tamilnadu and not else where. However, if ever in the future, this seat gets recognised by MCI, you can practise in rest of India. The minimum time frame to convert a permitted seat to a recognised seat is approximately 3 years.
