Cost of water = Rs. 0 per litre
Cost of milk = Rs. 50 per litre
Cost of mixture = Rs. 35 per litre
$\therefore\frac{\text{Quantity of Water}}{\text{Quantity of Milk}}$
$=\frac{\text{Cost Price of Milk – Cost Price of Mixture}}{\text{Cost Price of Mixture – Cost Price of Water}}$
$=\frac{50-35}{35-0}$
$=\frac{15}{35}$
$=\frac{3}{7}$
Hence, the correct answer is 3 : 7.
