Dear student,

First you must know that the cutoff ranks depend upon the following factors :-

  • Number of candidates appeared in examination.
  • Number of seats available in participating institutes.
  • Previous year cut off Trends.
  • And difficulty level of the examination or question paper.

Now there can't be any sure saying that whose cutoff numbers will be less because that totally depends on the institute that what cutoff they will set for each category in counselling.

But generally if you are talking about just numbers then the the college will show cutoff lesser in ews category as compared to OBC category. But it is just an assumption and comparison between the cutoffs (quantitatively) among different category (quantitatively) is wrong. The actual cutoffd will be cleared during or after the counselling.
