To take admission in BAMS it is compulsory for you to give neet . As the admission for the BAMS are done through the neet only from 2018.
So you can't get admission to bams without neet in any state . Neet is compulsory in any state to take bams admission.

According to the rules imposed by the Ministry of AYUSH in order to take admissions in BAMS course offered in AYUSH colleges in any Indian state, it is compulsory to appear in NEET.
This proposal has been imposed from NEET2018.
So unfortunately, you cannot get admission into BAMS without NEET in any state.
NEET is compulsory.

please note that in order to take admissions to the Bachelor of Ayurveda, Medicine and Surgery (BAMS) course offered in AYUSH colleges in any Indian state, it will be compulsory for you to appear in NEET from 2018 onwards. The Ministry of AYUSH has sent advisories to all state governments in this regard in June 2017.
