In which subject we are able to give compartment exam if we fail? and if we fail in English we will able to give compartment exam or no?

As per your question, YES you can give the compartment exam for the CBSE if you have failed in english. The compartment exam can only be given if you have failed in one or two subjects. SO, if you have only failed in English then you can definitely give the exam.
