If your question is about the scholarship then the income certificate is must for every student as it supports and verifies your income. So you must have an income certificate for getting eligible for scholarship in any institute.

Can you please be more specific in your question?
SC,ST,OBC,etc. Category students need to submit income certificate when they apply for fee waiver or Scholarship/financial assistance.
