No, there are some guidelines made you need to follow them strictly. For applying for mop up round, you need to apply for first round, and the consecutive rounds. You just cannot skip the starting rounds. So, if you want to apply for mop up round make sure you apply in first round. Also, today is the last day to register for first round.
