As you have not mentioned any particular college you are talking about for admission process thus I cannot tell you whether at that particular Institute or College the transfer certificate is compulsory or not.

But as much as I know I want to tell you that transfer certificate is asked almost in every college during admission process as it confirms that the student have successfully completed class 12th that is senior secondary and now I have moved out of school.

So I would recommend you to better apply for transfer certificate at your school from where you have completed your class 12 that is senior secondary because most probably the college you are going to take admission in future will be asking for the transfer certificate during admission counselling.
