It is difficult to assume that cutoffs are going to decrease or increase. Cutoffs can vary from year to year and it to difficult to predict them as of now. Cutoffs are decided by the IITs. Cutoffs can vary because of factors like number of seats available, number of students appearing for the examination, difficulty level of the paper etc. So, the prediction is quite difficult right now.
