Sorry but a 40% Visual disable candidate won't be able to get PwD Reservation because being 40% visual disable does not put you in blind or visual impairment category. And also 40% visual disability can be corrected with the assistance of eyeglasses so it's out of the option.

The Medical Council of India has issued guidelines for the Person with Disabilities (PwD) to check their eligibility for Medical/ Dental course in India. The National Testing Agency (NTA) will conduct NEET (UG) 2019 on 5 May 2019. Here we are explaining eligibility and non-eligibility based on the Disability score (Physically Handicapped/ Lower Limb/ Upper Limb/ Visually impaired, hearing impairment, speed and language disability etc. If you fall under any of the PwD categories. Candidates having an extent of disability 40% to 80% only are ELIGIBLE for NEET-UG 2019
Candidates having more than 80% disability may be declared NOT ELIGIBLE for admission to Medical Courses.
Candidates having locomotor disability in relation to lower limb(s) may be considered ELIGIBLE.
Candidates having locomotor disability in relation to the spine may be considered ELIGIBLE.
The candidates with following locomotor disability are NOT ELIGIBLE for consideration for admission to Medical Courses when there is:
Involvement of the whole body
Involvement of three limbs in any combination (both lower limbs + one lower limb OR one lower limb + both upper limbs);
Involvement of both upper limbs
The extent of locomotor disability more than 80%
Involvement of both lower limbs of such an extent that the candidate is unable to sit, stand, walk, and/or bend due to significant pain, stiffness, weakness, deformity etc.
Involvement of a single upper limb which is the dominant UPPER LIMB (which is right upper limb in a majority of persons) to an extent that the candidate has loss of a thumb, cannot hold an object satisfactorily, has significant weakness/ deformity/ stiffness of joints, or the limb is lacking normal sensations.
Involvement of SPINE with weakness and/or deformity to such an extent that the candidate is unable to sit steadily for long duration, and/or has significant pain, and/or cardio-respiratory compromise etc.

Dear candidate,
Pwd reservation is for low blindness ,hearing impairment or locomotive disability or cerebral palsy.In the low vision criteria it is 40% or more impairment.Hence according to the rules you would be considered for the pwd category in neet exam and you can opt for that category for mbbs seat.
