Anyone who holds a minimum MBBS degree with or without any additional specialisations like MD/MS/DIPLOMA, BDS degree holders(WITH OR WITHOUT MASTERS) are allowed to use the title *Dr* before their names , however pharmacists and physiotherapists have been frequently using it which is not approapriate and the courts have frequently warned them!
Also people who complete their doctorate(PhD) in any subject and submit their own thesis are also allowed to use the title Dr before their name. I hope it clarifies your doubt.

Dear Himanshu, I do not know about physiotherapist, but Pharmacist in US and in India, can legally use the prefix Dr before their name when practising there profession and it is not wrong, as they have complete medical knowledge and dealing with the patient independently while drug dispensing on a medical order. Drug dispensation is a noble profession and ideally Dr prefix justified for the PharmD pharmacist professionals.
