Is a person considered disabled ,if he has less than 40 % locomotor disability which is permanent

Locomotor disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. So this is under the disability act of 1995. Any examination conduct have disability seats generally. Like 40% for locomotor disability and 35% mental disability. So if any person is less than 40% locomotor disable then he or she under the PWD category.
