Hello aspirant,

No, all India counselling is not at all related to state counselling.  All India counselling and state counselling happens separately. The counselling takes place at two different levels. This is because it is done under the two distinctive and concerned authorities. And, the authorities will decide the counselling according to their prescribed rules and regulations.

In all India counselling candidates from any state can participate in the counseling process. Private colleges do not participate in all India counselling.  You must not need domicile for All India counselling whereas for  state counselling you need domicile of that state. Both Government and private colleges participate in state counselling.
