This is from cbse neet website.The Government of Andhra Pradesh & Telangana vide their letter no.13021/C1/2016 dated 06.11.2017 & letter no.7072/C1/2017 dated 07.11.2017 respectively have informed that Government of Andhra Pradesh and Government of Telangana have decided to join and contribute to the All India Quota seats. Accordingly, the candidates of these States have also become eligible for 15% All India Quota seats (As per letter No. F.No. V.26012/05.2017-MEP/MEC dated 10.01.2018, Directorate General Health Services, Ministry of Health & Family Welfare, Govt. of India
hi baswa,Candidates from the states of Andhra Pradesh, Telangana and J&K are not eligible for 15% All India quota seats as these three states had opted out of All India scheme since its inception. If candidates claim the eligibility under this criterion, they must submit a Self Declaration form online. Candidates are suggested to take a print out of the form as they may be required to present it during counselling. Hope this helps, good luck
Students from the state of Andhra Pradesh, Jammu and Kashmir and Telangana will be allowed to appear for all India 15 % quota of NEET-UG counselling, only if they submit a self-declaration form for the same. This declaration form will be released along with the registration forms for NEET-UG 2018..

Eligibility for 15% All India Quota Seats as per by CBSE in 2017
(a) Indian Nationals, Non Resident Indians (NRIs), Oversees Citizen of India (OCIs), Persons of Indian Origin (PIOs) & Foreign Nationals are eligible for 15% All India Quota Seats.
(b) Candidates from Andhra Pradesh, Telangana and J & K
(i) Students from the States of Andhra Pradesh, Telangana and J & K are NOT ELIGIBLE for 15% all India quota seats as these States had opted out of All India Scheme since its inception. If they claim eligibility, they must submit online Self Declaration which will be generated and printed automatically along with confirmation page for the record and to present during counselling. The draft self-declaration is given in Appendix – III.
(ii) The online Self Declaration of the candidates will be verified at the time of counselling and if found to be false at any time, the candidature/admission of such candidates shall be cancelled and criminal proceedings may be initiated against them.
(iii) Candidates from the States of Andhra Pradesh, Telangana and J & K can appear in NEET (UG) for admission to Private Medical/Dental Colleges or any Private/Deemed University and Armed Forces Medical College (AFMC), Pune subject to the fulfilment of eligibility conditions.
If a candidate holding domicile of Andhra Pradesh still wishes to participate in the All India 15 %quota counselling, he/she will have to submit an undertaking for the same, which states that the candidate will not contest for the government seats of Andhra Pradesh.
The format of this affidavit will be out along with the application form for NEET-UG 2018.
This rule is also applicable for the states of Telangana and Jammu & Kashmir.
