Yes, Anti-Ragging Certificate is a compulsory document which you need to submit during Admission in any Higher Education Institution of India whether it is IIT/NIT or Any University.

You can submit your Anti-Ragging Affidavit Online via amanmovement.org or antiragging.in you have to fill your details and you need to take a print out of that affidavit and get it signed by your Parents and you have to submit this Anti-Ragging Certificate form in your College.
