Yes you can get admission in M.Tech without gate in many government and private colleges as many universities like IIT Guwahati, IIT Hyderabad, IIT Bhumbaneshwar, IIT Delhi, NIT Mizoram, VIT University, SRM University, AMU , Jamia Millia Islamia, JNU and almost every state university conducts their separate entrance exam for M.Tech course. But you are not eligible for the stipend provided in M.Tech.

Admissions in M. Tech in NITs or IITs are done on the basis of Gate exam only. But private colleges like BIT, VIT & etc. conduct their own entrances as they are not completely dependant on Gate.
So you are not eligible for NIT and IITs but you can apply for BIT and VIT or any other private college of your state.

Yes to get admission in colleges for M.Tech you need to give Karnataka PGCET. The Karnataka Examinations Authority (KEA) conducts Post Graduate Common Entrance Test (PGCET) to shortlist candidates for M.Tech courses offered by various government/university/private aided and private unaided institutions of Karnataka. So non gate students can get M.Tech seat in colleges through Karnataka PGCET. Karnataka Examinations Authority (KEA) has revised the Karnataka PGCET 2020 exam date; exam will now be held on October 13.
