If you belong to Jammu and Kashmir, there is reservation for Residents of Backward Area (RBA) under Socially and Educationally Backward Classes.
Since in NEET application form there is no column meant for such categories, you can apply under Open Category.

Amission under State Quota Seats shall be subject to reservation policy  and  eligibility  criteria  prevailing  in  the  State/Union Territory.
