you can apply for SSC JE only after completing your Degee in civil/mechanical or Electrical Engineerning from a recognised University .you should have your degree in your hand before 1 january or 1 August according to your region.
if you have completed your 3 year Diploma(Civil/Mechanical/Electrical) degree before B-Tech then you can apply on the basis of your Diploma Degree.

You can definetly appear for the SSC JE examination if you are an appearing candidate provided, you acquire the minimum educational qualification on or before August 1, 2019. Also there is an criteria of age for different posts.The age eligibility criteria lies in the range of 18-32 years. This varies from post to post. Also, age relaxations are provided for different categories as per government regulations.
Statistical Investigator (Grade II) - 32 Years (Max.)
Assistant in CSS - 20 – 30 Years
Assistant Enforcement Officer/SI in CBI/SI in NIA - 30 Years
SI in Central Bureau of Narcotics - 20 – 30 Years
All Other Posts - 18 – 27 Years

Dear Raja, for being eligible for SSC JE, you need to have a Diploma or a Degree in Civil/Mechanical/Electical discipline. You should have passed or the results should have been declared before January 1st, 2019. Final year students either B.Tech or Diploma are not eligible for SSC JE.
