Yeah it is a college but it in under construction. If you wish to go in BIT then BITS Mesra Jharkhand campus will be the desent option. You can go with that.

Birla Institute of Technology is huge name, Overall, BIT Mesra Jaipur campus is still in its development phase and has a long way to go. Still if someone wants the brand name of BIT, it would be better to choose BIT Jaipur over other mediocre state colleges (although many state colleges are better).
