IELTS is conducted to assess a candidate’s proficiency in English language. Aspirants who wish to pursue opportunities in english speaking countries can sit for the test.While taking admission to any college you may require to submit all your education certificate(like 10th and 12th) ,at that time you may need it.

well both are important while taking admission to any foriegn country.
