Is central obc certificate and delhi study domicile (due to 12th) enough to apply under obc category in du?

Hello Utpal,
As long as you have the Centrally issued OBC certificate, you are good to go.
It does not matter whether you have a Delhi Domicile or not, whatever cut off matches the colleges, you'll be able to get the admission.
