Stuttering is a disruption in the fluency of verbal expression characterized by involuntary, audible or silent, repetitions or prolongations of sounds or syllables. Recent studies shows that some people shows stammering as a symptom of Stroke. The studies are still being conducted about the topic so a generalisation is not possible. Stammering is just a handicap in some people. So we can't generally say it as a disorder of CVA.

Neurogenic stuttering occurs when the fluency of the speech is altered. This could cause stammer wherein which a person finds it difficult to give a normal speech and stammering occurs.
Yes Cerebro Vascular Accident could be one of the reason for the cause of stammer or stuttering.
