DC Pandey is a good book for preparation for both JEE and NEET. It has good theory as well as good problems. For NEET you can try DC Pandey objective whereas for JEE you can try DC Pandey set of 5 books.

No, DC Pandey doesn't includes the solutions of NCERT in it. Also it does't have any separate exercise for NCERT. You might see some NCERT questions within its examples, but separately there is no exercise for NCERT solutions.
