Yes,Digilocker certificate are fully valid when use online as a soft copy,but it may also valid as a hard copy but in this you have to ask your consult authority to which you want to submit the certificate. But there are high chances that they accept Digilocker certificates. And as you might know this year CBSE 12/10 certificates are only originated from Digilocker and fully valid in any form.
