Domicile certificate is not required for medical mopup counselling in Karnataka. You can attend the medical mop up counselling in karnataka without domicile certificate. The other documents which are required to be carried for medical mop up round in Karnataka are:

• Printout of Application Form
• Bank Challan copy
• NEET Admit Card
• Class X pass certificate
• 2 nd PUC/Class XII mark sheet
• Two recent passport size photograph
• Study certificate attested by Block education Officer or Deputy Director of Public Instruction (DDPI).

Yes dear student if you want to participate in mop up round then you should must have your state of domicile with you at the time of counseling. And it's a very important document at the time of document verification when there is mop up counseling because that will be a proof that you are a citizen of the respective state .
