No, According to the GATE 2019 Eligibility Criteria there are two criteria:
- Passed a Bachelor degree (4 years after 10+2 or 3-years after Diploma in Engineering/Technology) in Engineering/ Technology or currently in the final year of the degree.
- Year of qualification must not be later than 2019

As per the official GATE eligibility criteria, you cannot appear for the exam unless you're in your final year or completed graduation.
Here how it's stated:
Academic Qualifications:-
- Candidates should have completed their Bachelors degree in Engineering/Technology or Masters degree (M.Sc) in any relevant science subject or must be in the final year of the programme.
- While applying for GATE 2019, there is no minimum pass percentage in the qualifying degree.
There is no age limit for applicants of GATE.
As your GATE exam is going to be based on your entire ECE syllabus of all 4 years if engineering, you can use your 3rd year to continue preparation.
